OFFA FOOTBALL LEAGUE CHARTER
(2024 SEASON)
LEAGUE PRECEPTS
The OFFA Football League (OFL or the "League") shall be governed by the following precepts:
1. The League shall contain at least eight (8) but no more than twelve (12) franchises/teams. 2. At least half of the teams shall make the OFL season playoffs. 3. An OFL team owner shall play no more than three (3) games in a season against any other team owner (2 regular season games plus 1 potential postseason matchup). 4. OFL team owners shall become familiar with the LEAGUE CHARTER and comply with its bylaws and provisions. 5. OFL team owners shall actively participate in the League's draft event. 6. OFL team owners shall abide by various ethical guidelines.
LEAGUE CHARTER
This Charter is granted to the OFL, its members, and team owners. Functionally, sections within this Charter specify the League's guidelines, rules (bylaws), and parameters for the 2024 OFL season. As such and for a reference, this year's configuration specifications are enumerated in APPENDIX A.
LEAGUE CHARTER MODIFICATIONS
When circumstances reveal that a bylaw within this Charter requires clarification, ambiguity resolution, or any other deficiency correction, the Charter's bylaw shall be modified immediately and unconditionally to address the shortcoming.
For substantive bylaw changes: This Charter may be amended between OFL seasons upon approval by a simple majority of the owners. However, no modifications to the bylaws of this Charter shall be made during the course of a season unless at least three-fourths of the owners concur with the changes. Furthermore, any changes enacted during a season shall not become retroactive as they might affect already-completed competition results, reshape owners' placement in the LEAGUE STANDINGS, and/or otherwise impact OFL data integrity.
LEAGUE STRUCTURE AND OBJECTIVES
The OFL shall consist of twelve (12) franchises (teams) and shall be directed by a Commissioner's Office. The objectives are to draft and play NFL players and teams that will score points during the regular NFL season, and compete with other owners in head-to-head games in an attempt to win the OFL championship. The League Champion shall be determined via playoff games matching the League's teams finishing with the best records during the regular season (reference POSTSEASON GAMES). As such, owners' teams shall play one another each week, with the winner of each game being that team which scores the most points.
COMMISSIONER'S OFFICE
The terms "Commissioner" and "Commissioner's Office", as used and referenced in this Charter, shall be considered synonymous. The Commissioner's Office, which may involve more than one individual, shall collect all fees and disperse all winnings; interpret all rules under this Charter; keep all records and statistics; and disseminate all League news and appropriate information to owners. The Office shall be the focal point for all League matters, including disputes and discrepancies, unless members of the Office are involved. In this case, two (2) impartial owners shall be selected by the Commissioner, with the concurrence of other owners, to act on and/or adjudicate the matter(s). The Commissioner's Office positions shall be voluntary with no monetary reward.
COMMISSIONER'S OFFICE MEMBERS
For the 2024 season, the OFL Commissioner's Office members are ROC, GEORGE, TOMMY, and ROCKY.
LEAGUE OWNER ETHICS
The essence of OFL owner ethics is based on several principles which are NOT a set of enforceable rules - by nature, these principles are unenforceable. Instead, behavioral guidelines are provided for owners' ethical expectations in the spirit of fair competition when participating in the League. These guidelines can be categorized as follows:
1. Ensuring integrity of competition 2. Ensuring accuracy of OFL data (also reference SCORING INTEGRITY) 3. Restricting collaboration with other owners (also reference ANTI-COLLUSION PROVISION)
ETHICS: INTEGRITY OF COMPETITION
Competitive aspects in games between owners are driven not only by game results, but also by the research that goes into setting WEEKLY LINEUPS. To this end, each owner shall put in diligent efforts to discern the status and viability of his roster elements prior to designating his starters. An owner shall attempt to field his best lineup(s) each week, making ROSTER MODIFICATIONS as necessary, and win every one of his games. An owner shall NOT intentionally play players and/or teams who are known to miss their games, or otherwise attempt to lose a game for ANY purpose (e.g. improve his draft position in the following year, or help another owner improve his place in the LEAGUE STANDINGS).
ETHICS: ACCURACY OF LEAGUE DATA
From time-to-time, inadvertent errors and omissions can lead to inaccuracies that affect competition results, OFL standings, or other aspects of OFL data integrity. Each owner that discovers such instances is obligated to bring these types of issues to the attention of the Commissioner's Office for appropriate correction(s). League ethics demand that this be done routinely via owner weekly reviews, even if any resultant correction(s) adversely affect the owner who discovers the error/omission. The most common example of this principle is the correction of a scoring error (reference SCORING INTEGRITY).
ETHICS: OWNERS COLLABORATION
Prior to the first NFL game of the OFL season, and especially during the draft, the League promotes a policy of free information exchange between owners in order to preclude inadvertent roster problems from the get-go (e.g. bye conflicts, pre-season player injuries, etc.). This policy does NOT give owners license to extensively collaborate on and/or coordinate their draft picks since owners are accountable for their own draft strategies and selections. Subsequently (after the draft), each owner is responsible for managing his team, and his team only during the OFL season. An owner should not provide unsolicited information to help one owner against another owner that could improve the former's competitive edge against the latter. As such, providing data or advice to an owner (either overtly or "behind the scenes") that undermines his opponent's competitive advantage is prohibited. In general, an owner should not discuss status of players, game strategies, or any other aspect of game competitions for the purpose of assisting an owner in his game lineup decisions and/or roster transactions. However, under extenuating circumstances, an owner may answer explicit questions about specific players from an owner who is truly trying to abide by the ethics stated herein - for example, an owner is trying to do his lineup research but has lost his internet asset. Acceptable situations are extremely rare - so an owner should use his common sense and discretion, devoid of emotion or personal bias, before providing information to another owner under questionable circumstances.
ROSTER POSITIONS AND COMPOSITION
An OFL roster shall be composed of fifteen (15) NFL players and four (4) NFL teams with the following positions and combinatorial structure:
2 Quarterbacks (QB) 1 Kickoff/Punt Returner (KR) 4 Running Backs (RB) 1 Rushing Defense Team (RD) 4 Wide Receivers (WR) 1 Passing Defense Team (PD) 2 Tight Ends (TE) 1 Special Team (ST) 2 Place Kickers (PK) 1 Alternate Team (AT)
ROSTER PLAYER/TEAM ASSIGNMENT
Via the draft at the season's outset (reference DRAFT OBJECTIVES) or by ROSTER MODIFICATIONS during the season, each owner who purchases an OFL franchise shall acquire NFL players and teams which shall be assigned to OFL team roster positions. The official NFL players' roster positions, as specified by any current source (e.g. NFL web site, magazine), shall be used to assign OFL roster positions. The KR position shall be exempt from this rule due to the restrictive nature of the scoring rules (reference KR PLAYER SCORING); however, owners shall abide by the intended use of the KR roster position (reference KR POSITION PLAYER UTILIZATION). For multiple-position players, OFL roster assignment shall be at the discretion of each owner. Also, an NFL player listed as an "H-back" shall be assigned an OFL RB position.
KR POSITION PLAYER UTILIZATION
The KR roster position provides another dimension to OFL scoring by adding a kickoff/punt return specialist to an owner's roster assets. As such, an OFL owner shall use this position for a player who is a "return" man for his NFL team and meets one of the applicable following criteria:
1. For transactions during the OFL season, the player shall have at least one entry for a kickoff and/or punt return in the official current NFL statistics. 2. For selecting a KR during the draft, the previous year's NFL statistics shall be used to satisfy the standard specified in #1 (rookie NFL players are excluded from this requirement).
Owners shall NOT use the KR position to "stash" players who are not return specialists as defined by the foregoing criteria. Additionally, assigning a QB, TE, or PK player as a KR shall be strictly prohibited. If the Commissioner's Office deems that an owner is attempting to violate the intended use of the KR as stated herein, the associated drafted player or transaction request shall be rejected.
ROSTER MODIFICATIONS
Owners may trade roster players/teams with other owners, pick up available NFL players/teams, or move players within their rosters for a nominal fee (reference LEAGUE PARTICIPATION COSTS). However, roster structure shall remain intact, i.e. 2 QB, 4 RB, 4 WR, etc. (reference ROSTER POSITIONS AND COMPOSITION). This provision shall also apply to RD, PD, ST, and AT roster elements and shall be strictly adhered to by consummating a transaction in full at the time of roster modification. This aspect of transactions dictates that no temporary vacancies in roster elements shall be allowed at any time.
CLAIMING DROPPED PLAYERS/TEAMS
A player/team dropped from an owner's roster shall be made available to other owners for acquisition only after a waiting period has expired. However, an owner may put in a claim, i.e. request a trade, for the dropped player/team during the waiting period and, if the transaction is consummated, it shall become effective when the waiting period expires. If two or more owners have requested a trade for the same player/team during the waiting period, the transaction shall be granted to the owner with the worst record in the current (i.e. time of transaction when the waiting period has expired) LEAGUE STANDINGS. An owner may also withdraw his trade request prior to the end of the waiting period. The duration of this waiting period shall be seven (7) days from the time that the player/team was dropped. If an owner switches NFL players between different valid roster positions, or multiple owners effect trades among themselves, then the waiting period shall be waived.
TRANSACTION PROCEDURES
The process of deleting a roster element (player/team) and replacing it with another shall be considered one (1) transaction for the owner involved. The Commissioner's Office shall verify acquisition of a player/team before being utilized in a starting lineup (reference WEEKLY LINEUPS). Transactions for players/teams shall be effected on a first-come, first-served basis. Each owner shall be responsible for providing proof of the transaction time (e.g. time stamp for email transmission, time-tagged text message, etc.) to the Commissioner's Office if there is contention for a transaction with one or more other owners. The transaction fee (reference LEAGUE PARTICIPATION COSTS) shall become due when the transaction is made; the roster change(s) shall take effect immediately subject to the waiting period provisions (reference CLAIMING DROPPED PLAYERS/TEAMS); and a transaction shall not be modified or rescinded without executing another transaction.
INJURED RESERVE PROVISION
A special "Injured Reserve" (IR) provision is provided which allows each owner to protect, i.e. retain, a key injured player on his roster and replace the player with a different one for the nominal transaction fee (reference LEAGUE PARTICIPATION COSTS). At the time an injured player is placed on IR, his playing status must be projected as missing one or more games in accordance with a reliable published NFL news source. If requested, an owner shall provide the source with the player's status for confirmation by the Commissioner's Office. Up to the lineup submission deadline (reference LINEUP SUBMISSION PROCEDURES), an IR position also can be used based on a player's game status that designates him as inactive due to injury or illness. It shall not include a player being designated as inactive for a reason other than injury or illness, e.g. a disciplinary action. Additionally, picking up an injured player from the available NFL player pool or another owner and placing the player directly on IR shall be prohibited.
NUMBER OF INJURED RESERVE POSITIONS
Two (2) roster positions designated as Injured Reserve (IR) shall be allocated on each owner's roster for the INJURED RESERVE PROVISION and each position shall be utilized no more than once per season by an OFL owner.
SPECIAL CONDITIONS FOR USING INJURED RESERVE
Subject to the stipulated rules for IR utilization (reference INJURED RESERVE PROVISION), an owner may place a player on IR during the player's NFL bye week, or between his NFL games before injury reports for his succeeding game are released, only if one (1) of the following criteria is met:
1. The player missed the entire game preceding his next game. 2. The player exited the previous game at some point, did not return to game action, and his prognosis is to miss one or more games afterwards.
INJURED RESERVE PLAYER REACTIVATION
At an owner's discretion, he shall reactivate a player on IR by dropping the replacement or any other player at the same position, with no transaction fee required. Subsequently, the IR roster position shall be designated as unavailable for further use. Note that dropping a player on IR and returning him directly to the available NFL player pool is a meaningless transaction that has no benefit for an owner (i.e. his active roster is not changed/improved) and therefore shall not be allowed.
INJURED RESERVE TRANSACTION TYPES
The following categories of transactions shall utilize the INJURED RESERVE PROVISION:
1. Normal placement of a player on IR wherein his roster position is filled by picking up another player at the same position (reference INJURED RESERVE PROVISION). 2. Placement of a player on IR wherein his roster position is filled by claiming a dropped player at the same position (reference CLAIMING DROPPED PLAYERS/TEAMS). 3. Placement of a player on IR wherein his roster position is filled by activating a player already on IR at the same position (reference INJURED RESERVE PLAYER REACTIVATION). 4. Reactivating a player on IR to his designated roster position and dropping a player at that same position (reference INJURED RESERVE PLAYER REACTIVATION).
Notes a. As applicable (see succeeding notes), the aforementioned transaction types 1 and 2 shall be subject to the nominal transaction fee (reference LEAGUE PARTICIPATION COSTS) while transaction types 3 and 4 shall be effected at no cost. b. Transaction type 2 is only applicable if a waiting period is defined for trades (see reference). c. Transaction type 3 is only applicable if OFL rosters contain more than one (1) IR position (reference NUMBER OF INJURED RESERVE POSITIONS).
ANTI-COLLUSION PROVISION
Changes to rosters shall be performed with no restrictions, except as specified within this Charter, up to and including final scoring for week twelve (12). After scoring is finalized for the 12th week, subsequent trades between two or more owners shall be prohibited in order to prevent collusion (reference ETHICS: OWNERS COLLABORATION) in anticipation of the playoffs.
WEEKLY LINEUPS
Every week, each owner shall field a team starting lineup from his roster for competition; however, a player on IR (reference INJURED RESERVE PROVISION) shall not be permitted in an owner's starting lineup. For double-header weeks (reference SEASON SCHEDULE), an owner may specify different lineups for each game with the first round game lineup designated as the "primary" and the double-header round lineup designated as the "secondary". Albeit, each starting lineup shall consist of the following roster elements:
1 QB, 2 RB, 2 WR, 1 TE, 1 PK, 1 KR, 1 RD, 1 PD, 1 ST
LINEUP SUBMISSION PROCEDURES
Lineups shall be finalized and submitted each week via email (when possible) to the Commissioner's Office no later than the start of the main slate of NFL games subject to early NFL game provisions (reference EARLY GAME PARTIAL LINEUPS). The NFL's main slate of games is defined as the day and time when the majority of games start for a specific NFL season's week and no lineup changes shall be allowed after this deadline. If no lineup (or an invalid one) is submitted by this time, the previous week's starting (primary) lineup shall be in effect, including double-header games if applicable. Any ambiguous lineup change at a given position shall also result in the previous week's lineup at that position being utilized. If no lineup is submitted by the deadline for week 1 (i.e. after the draft), then the lineup shall default to the top pick(s) at each position. If email cannot be utilized for lineup submission, an owner shall contact a member of the Commissioner's Office with his lineup changes. If the Commissioner cannot be contacted, owners competing for that week shall exchange lineups and notify the Commissioner as soon as possible. As a last resort, an owner shall notify two (2) other owners of his changes for the week if the owner with which he is competing cannot be contacted.
Lineups shall be finalized and unaffected by any transactions (reference ROSTER MODIFICATIONS) made after the lineup submission deadline described above and before NFL scoring for the week has been completed. Changes to rosters made during this time frame that involve starters shall cause the new roster elements to become the default starters for the following week.
EARLY GAME PARTIAL LINEUPS
If the NFL schedules one or more games prior to the main slate of games (reference LINEUP SUBMISSION PROCEDURES), owners shall have the option to activate/deactivate players for those early-week games, thus effecting partial lineup submissions. In doing so, owners shall ensure that activating and/or deactivating players for early-week NFL games also results in the correct number of starters (reference WEEKLY LINEUPS) for the position(s) involved. After players are designated as active or inactive for early NFL games and the activation deadline passes (reference EARLY GAME LINEUPS SUBMISSION DEADLINE), no changes to players' active/inactive status shall be allowed and those portions of owners' lineups shall be locked-in for the week. This lock-in requirement shall include the default starters if an owner does not opt to exercise the partial lineup provision for early-week NFL games. Owners are advised that the lock-in requirement stated herein can impact potential trades for players and/or teams that an owner may be considering; therefore, the timeliness is critical for any transaction involving a roster element with an early-week game if utilization in a starting lineup is desired for that week. Note that early-week game(s) shall include scheduled NFL game(s) before the main slate of games on that same day.
EARLY GAME LINEUPS SUBMISSION DEADLINE
In accordance with LINEUP SUBMISSION PROCEDURES, EARLY GAME PARTIAL LINEUPS shall be submitted to the Commissioner's Office no later than the start of the first NFL game on each day that early games are scheduled.
ALTERNATE TEAM FUNCTIONALITY
The Alternate Team (AT) OFL roster element shall provide a replacement mechanism (reference ALTERNATE TEAM AUTOMATIC SUBSTITUTIONS) for other OFL single roster positions (KR, RD, PD, ST) when the corresponding NFL teams for these single roster positions are not in action for a week's NFL games. The function of the AT shall prevent an owner's starting lineup for the week (reference WEEKLY LINEUPS) from having a "dead" (i.e. non-scoring) position and preclude the need to execute an OFL transaction to remedy the problem.
ALTERNATE TEAM AUTOMATIC SUBSTITUTIONS
The NFL regular season schedule specifies that teams will have byes during designated weeks of the season. Because the RD, PD, and ST roster elements are such an integral part of OFL scoring, the AT roster element shall be automatically substituted for an owner's RD/PD/ST when the corresponding NFL team has a bye for that week of competition. This shall obviate the need for owners to submit lineup changes solely for the purpose of NFL team substitutions. When an NFL team corresponding to an RD/PD/ST resumes play, the team shall be automatically reinstated in an owner's lineup and the AT removed from the lineup.
Similarly, the AT shall be automatically substituted for the KR position player when that player's team has a bye week. While this substitution is active, an owner shall be credited for all KR PLAYER SCORING (excluding yardage points, if applicable) by any player on the AT (reference NORMAL TEAM SCORING). When the KR player's team resumes play, the KR shall be automatically reinstated in an owner's lineup.
The AT shall be utilized only for the aforementioned purposes, but nonetheless possesses all the characteristics of other roster elements regarding drafting, trades, etc. Each owner is cautioned to ensure that his AT is not the same NFL team as his RD, PD, ST, or the team to which his KR player belongs. Furthermore, an owner's AT should not have a bye the same week as his RD, PD, ST, or KR player's team.
UNFORESEEN NFL GAME CANCELLATIONS
Due to unforeseen circumstances (e.g. urgent events, natural disasters, etc.), the NFL may decide to cancel or postpone one or more games after lineups for the current OFL week have been finalized (reference LINEUP SUBMISSION PROCEDURES). In this situation and for competitive fairness, the OFL shall institute two (2) protocols (defined in the following sections) to address LEAGUE SCORING when specific NFL games have not been played that affect owners' starting lineups (reference WEEKLY LINEUPS).
CANCELLED NFL GAMES: DISCRETIONARY PROTOCOL
Due to the unpredictable and extraordinary nature of cancelled/postponed NFL game(s), it is necessary that the League provide maximum flexibility for resolving NFL scheduling and resultant OFL scoring snafus/issues. For this purpose, a "discretionary" protocol shall be invoked as the primary means to address these issues - a protocol that is non-obligatory and open-ended, plus offers creativity in problem-solving. In essence, this protocol involves polling all owners for their solutions and agreement via majority vote on how to proceed with the season. Solutions shall include, but are not limited to, the following:
1. Delay in-progress OFL scoring for the current week by no more than one (1) additional week. 2. Cancel the current week in its entirety (including in-progress OFL scoring), and as appropriate, either extend the OFL season by one (1) calendar week or schedule an additional double-header. 3. Use historical data (OFL and/or NFL statistics) for NFL players/teams to complete scoring for OFL roster player/team starters that have had their games cancelled/postponed.
CANCELLED NFL GAMES: LAST RESORT PROTOCOL
When the aforementioned "discretionary" protocol fails due to impracticalities, a "last resort" protocol shall be invoked for owners' lineup substitution(s) of player and team elements that have been designated as starters for the NFL teams affected by the cancelled/postponed game(s). The substitution "last resort" protocol shall be as follows:
1. For QB, TE, and PK starters, the other player at the position shall be put in the lineup. 2. For RB and WR starters, an alternate starter shall be designated by traversing the owner's roster from top to bottom at the same position and selecting the first non-starter that is/was active for his game. 3. For RD, PD, and ST starting team elements, the AT shall be put in the lineup at the same position. 4. For the KR, the AT shall be put in the lineup with the associated scoring implications (reference NORMAL TEAM SCORING).
When the aforementioned substitution protocol has been applied, the following by-products shall also be operative:
1. Original (finalized) lineup composition (reference WEEKLY LINEUPS) shall remain intact. 2. Substitutions shall be made from rosters that were in effect at the time lineups were finalized, i.e. any trades made after that time shall not be eligible for substitution. 3. A substituted lineup element shall be credited with its OFL scoring even if its NFL game has already been played. 4. If the substitution protocol results in one or more inactive players/teams, the consequence shall be borne solely by the corresponding owner(s), i.e. "those are the breaks".
REGULAR SEASON GAMES
The fourteen (14) weeks of the NFL regular season schedule starting in week 1 (one) shall coincide with the 14-week OFL regular SEASON SCHEDULE. Each week, one or two rounds of games shall be played. A round consists of games in which owners' teams compete with one another. A week in which two rounds are scheduled shall be designated as a "double-header" (DH) week. Format shall be round-robin with four (4) double-headers scheduled for each half of the season. In the first half of the regular season, each team shall have played every other team in the League. This schedule shall be similarly repeated for the last half of the regular season, resulting in each team playing a home-and-home series with all other teams for the year.
POSTSEASON GAMES
Weeks fifteen (15) through seventeen (17) of the NFL regular season schedule shall coincide with the OFL postseason schedule, resulting in three (3) playoff rounds. Only the top six (6) finishers in the LEAGUE STANDINGS for the regular season shall be eligible for the playoffs and associated money. Those teams qualifying shall be designated the "Money Bracket" teams while the last six (6) finishers shall compose the "Consolation Bracket" teams. However, both brackets shall be scheduled for game competition during the postseason in order to complement the playoff rounds. Non-playoff games and those within the Consolation Bracket are designated as Complementary (reference PLAYOFF SCHEDULE).
A Wildcard round matching the 3rd through 6th place finishers shall constitute the initial Money Bracket competition of the OFL postseason. The 1st and 2nd place finishers shall be awarded a playoff bye during the first week of the OFL postseason but shall play a scheduled Complementary game, the results of which shall not affect playoff seeding. Although only the Money Bracket teams are eligible for playoff money, all teams (in both brackets) shall be awarded regular weekly winnings for victories (reference LEAGUE PARTICIPATION REWARDS) during postseason play. If a tie game occurs between Money Bracket teams during postseason competition, the higher seeded team shall be declared the winner.
LEAGUE STANDINGS
For games played during the OFL regular season, teams shall tally one (1) win for each victory and one (1) loss for each defeat. Tie games shall result in one-half (1/2) win and one-half (1/2) loss for each team involved. Placement in the League Standings shall be determined by best won-lost record (or winning percentage, if applicable) for games played during the OFL regular season.
HALF SEASON WINNERS
Money shall be allocated for "half season" winners (reference LEAGUE PARTICIPATION REWARDS) and shall be awarded to the team with the best record for each half of the regular season, i.e. eleven (11) games. In the case of ties, the same League rules (reference TIE-BREAKERS) shall apply for determining winners of the half season monetary awards.
TIE-BREAKERS
Ties between teams with identical records in the LEAGUE STANDINGS at the midpoint or end of the regular season shall be resolved by utilizing the following prioritized criteria until the tie is broken:
1. Total number of points scored in games played. 2. Head-to-head competition between involved teams. 3. Most points in games lost: used if the series has been split or tied after criteria #2 is invoked. 4. Best point differential in head-to-head competition. 5. Most points scored by opponents.
In the unlikely event that a tie still exists after invoking the foregoing criteria, a coin toss, high card draw, or other similar means between the tying owners shall be used as the tie-breaker.
FRANCHISE TEAM NUMBER ASSIGNMENT
The previous season's playoff results and final standings shall dictate an owner's franchise team number as follows:
1. The Money Bracket teams shall be assigned the highest franchise numbers in reverse order of their OFL playoff placement, i.e. the Champion shall be assigned the highest number, followed by the runner-up with the next highest number, followed by the third place team with the third highest number, etc.
2. The Consolation Bracket teams shall be assigned the lowest franchise numbers in reverse order of their relative placement in the OFL final standings after postseason play, i.e. the team finishing last shall be assigned franchise #1, followed by the next-to-last team as franchise #2, etc.
FRANCHISE TEAM NUMBER FOR NEW OWNER(S)
A new owner, i.e. one who was not a member of the OFL in the previous season, shall be assigned the highest franchise team number (after the reigning League Champion). Multiple new owners shall utilize a coin toss, high card draw, or other similar means for franchise team number assignment in accordance with the foregoing stipulation.
DRAFT ORDER
The assigned draft position for each OFL owner shall be his FRANCHISE TEAM NUMBER ASSIGNMENT. The draft format shall dictate the order in which owners interject their control of the DRAFT PROCEDURES; but in general, this will be in ascending order of each owner's assigned draft position.
DRAFT OBJECTIVES
All nineteen (19) roster positions shall be filled by each owner upon completion of the draft. During the draft, owners shall acquire NFL players/teams and assign them to roster positions in accordance with the rules in this Charter (reference ROSTER PLAYER/TEAM ASSIGNMENT). An NFL player shall be drafted by one (1) owner only; however, team elements (RD, PD, ST, AT) may be filled by the same NFL team at different OFL roster positions.
DRAFT FORMATS
The OFL draft proceedings shall adhere to the following draft formats:
1. MODIFIED SERPENTINE DRAFT FORMAT 2. NOMINATION AUCTION DRAFT FORMAT 3. LIST AUCTION DRAFT FORMAT 4. Any combination of the preceding formats
PRECEDENCE OF DRAFT FORMATS
The Modified Serpentine Draft Format shall be the only format for conducting the OFL draft in its entirety. Additionally, the OFL draft shall follow a priority order of conduct as follows:
1. Modified Serpentine draft proceedings shall be conducted after List and Nomination Auction formats. 2. Nomination Auction draft proceedings shall be conducted prior to the Modified Serpentine format, but after the List Auction format. 3. List Auction draft proceedings shall be conducted prior to both Nomination and Modified Serpentine formats.
MODIFIED SERPENTINE DRAFT FORMAT
In its strictest form, serpentine draft proceedings alternate the draft order between rounds: owners draft by ascending draft positions in odd rounds and by descending draft positions in even rounds. The OFL shall utilize a modified version of the serpentine format such that when used exclusively for the entire draft proceedings, draft rounds 1, 2, 4, 6, 8, 10, 11, 13, 15, 17, and 19 are in order of ascending franchise team numbers (1-12) while all other draft rounds are in order of descending franchise team numbers (12-1).
When the Modified Serpentine Draft Format is integrated with any auction style draft format, it always shall succeed the auction(s) and remain in effect until the draft is complete. At a minimum, the Modified Serpentine Draft Format shall be used for the last ten (10) rounds (10 through 19) of the OFL draft. Upon transition to this format from an auction format, the first pick shall be assigned to franchise #1, regardless of the draft round/position in effect, and alternate in modified serpentine fashion (described above) by draft position for the remaining rounds. Note that this provision shall shift the modified serpentine order one round later if the transition is made during a round when a descending order is dictated. An owner who has filled all roster positions shall be skipped when it is his turn, and control shall be given to the next owner in sequence.
NOMINATION AUCTION DRAFT FORMAT
Note: This section is provided for information only and is not applicable to the 2024 OFL season (reference DRAFT PROCEDURES).
When the Nomination Auction Draft Format is employed during draft proceedings, owners shall bid for NFL players/teams (reference OWNER BIDDING FOR AUCTION FORMATS) that are specified (nominated) by designated owners. The number of NFL player/team nominations shall be pre-determined as a whole multiple of the number of OFL owners. Owners shall be designated to nominate an NFL player/team based on their draft positions, beginning with franchise #1 and following sequentially in ascending order. After the owner of the last franchise has made his nomination and bidding is complete, the process shall be repeated starting again with franchise #1. The designated nominating owner also shall submit a (minimum) bid with his nomination to start each NFL player/team auction. If an owner cannot make a minimum opening bid due to his budget expenditures and it is his turn to nominate an NFL player/team for auction, his turn shall be skipped and the nomination shall be granted to the next owner in sequence. The nomination auction draft shall end when either all owners have exhausted their budgets or the specified pre-determined number of NFL players/teams have been nominated and assigned to OFL rosters.
LIST AUCTION DRAFT FORMAT

When the List Auction Draft Format is employed during draft proceedings, owners shall bid for NFL players/teams (reference OWNER BIDDING FOR AUCTION FORMATS) that are put up for auction from a pre-determined, priority-ordered list. This list shall be compiled from a source that is agreed-upon by all OFL owners; it shall be made available to all owners for perusal prior to the draft proceedings; and it shall contain a number of NFL players/teams that is a whole multiple of the number of OFL owners. The list auction shall end when either all owners have exhausted their budgets or when all NFL players/teams on the list have been assigned to OFL rosters.
OWNER BIDDING FOR AUCTION FORMATS

Owner bidding during auction style draft proceedings shall be a free-for-all format with a designated moderator. Prior to opening the draft proceedings to an auction style draft format, all owners shall agree to the protocol for conducting and finalizing the bidding for NFL players/teams within the specified auction parameters. The designated moderator shall be responsible for ensuring that the agreed-to protocol is followed. Auction parameters shall include values for a minimum opening bid and a minimum bid increment as well as an auction budget. If an owner cannot make a minimum opening bid due to his budget expenditures, he shall be eliminated from further auction proceedings. An owner also shall be eliminated from bidding for a specific NFL player/team when a bid exceeds his (remaining) auction budget.
OWNER BUDGETS FOR AUCTION FORMATS

Owners shall be allocated budgets for auction style draft formats based on the potential number of OFL roster positions that will be filled by auction and the associated total value of the (anticipated) NFL players/teams that will be auctioned. After an owner has expended his allocated budget, he shall be excluded for the remainder of the auction style draft proceedings, but resume drafting NFL players/teams when transition to the MODIFIED SERPENTINE DRAFT FORMAT is effected for the remaining draft rounds.
DRAFT PROCEDURES
This year's draft proceedings shall adhere to the MODIFIED SERPENTINE DRAFT FORMAT for all draft rounds.
OFL owners' FRANCHISE TEAM NUMBER ASSIGNMENT (with the implicit DRAFT ORDER) are specified at the end of the SEASON SCHEDULE section of this Charter.
LEAGUE PARTICIPATION COSTS
The following costs shall be incurred by owners:

Additional costs shall be imposed on owners in the form of OFL Pool expenses when all owners agree to the conduct of these Pools and their associated wagers.
LEAGUE PARTICIPATION REWARDS
The following monies shall be awarded for competition (side bets between owners are optional and shall not be included with the League's monetary data - reference FINANCIAL ACCOUNTING):

PAYMENT SCHEDULE
The franchise acquisition fee (reference LEAGUE PARTICIPATION COSTS) shall be payable throughout the season as follows:
$258.00 due upon completion of the draft (includes League levies) $ 18.00 per game for 25 games, payable on a weekly basis
To accommodate weekly payments, winners of games each week shall owe no money since their payment is offset by the weekly reward for each game victory (reference LEAGUE PARTICIPATION REWARDS). Thus, only losers in each week of games' competition shall pay their weekly franchise acquisition fee.
SLUSH FUND
The residual monies from owner payments after all League expenses, awards, and payouts are deducted shall be held in an OFL "Slush Fund" account. The money in this account, which can be augmented with a special owner tax (reference OWNER LEVY ASSESSMENTS), shall be used to pay for the annual AWARDS BANQUET.
OWNER LEVY ASSESSMENTS
Owners shall
incur additional costs in the form of levy assessments to cover miscellaneous League operating expenses that are paid to an outside entity (e.g. a Web Service Provider). Owners shall agree to assess these levies, which shall be shared equally among League members (reference LEAGUE PARTICIPATION COSTS), and shall designate an owner as the payee who shall be responsible for reimbursing the third party for associated costs. An exception to this provision shall be included as a special levy (contingent on owners' agreement) to augment the League SLUSH FUND which shall be designated as the payee.
OWNER FINE ASSESSMENTS
Note: This section is provided for information only and is not applicable to the 2024 OFL season.
OFL owners shall be assessed fines for NFL player and coaching staff transgressions that are committed while an owner has the offending player on his roster; the RD, PD, and/or ST NFL team to which a player belongs; or the AT NFL team to which an offending NFL coach belongs. NFL players and coaches that are arrested by law enforcement, suspended by the NFL, fined by the NFL, and/or ejected from an NFL game shall subject the associated owner(s) to a monetary fine equal to the transaction fee (reference LEAGUE PARTICIPATION COSTS) for each offense committed. However, an owner shall be penalized only once for each transgression instance. For example, a player lawfully arrested, then fined and suspended by the NFL for the crime for which he was arrested shall result in a single fine to the corresponding OFL owner(s).
Owner fines shall be based on roster composition on the date of the initial transgression (in a series of offenses), regardless of any appeal(s) results, and shall not be assessed retroactively (if an owner drops a player/team prior to an offense) or into the future (if an owner picks up a player/team after the initial offense). Since Commissioner(s) cannot always monitor NFL news, it shall be incumbent upon all League owners to notify the Commissioner's Office that they have learned of player and/or coach transgression incidents reported in the media. The fines collected by the Commissioner's Office shall be deposited into an OFL Penalty Fund that shall be maintained separately and utilized at the end of the season in accordance with the League configuration and stipulations specified in this Charter. Further details and options are provided for this feature when activated for a season as part of the League configuration.
Note that an owner can incur multiple (up to 4) fines for each NFL player transgression instance, but only one (1) fine for an NFL coach's transgression. For example, an owner possessing the offending player and his team's RD, PD, and ST shall be assessed four (4) fines.FINANCIAL ACCOUNTING
The Commissioner's Office shall be responsible for handling all League finances. Each owner shall have an account that reflects his payments to the League and his incurred costs. An owner's account balance shall include his credits and debits, and a zero balance shall be effected upon completion of the season (i.e. an owner shall make a final payment to clear his account or in the case of overpayment, a refund shall be given to him). Credits and debits in an owner's OFL account shall include the following:

OWNERS MEETINGS
Several meetings shall be held throughout the season to keep owners apprised of OFL business and provide a forum for discussion of other pertinent League issues. Volunteers will be solicited at the draft proceedings and/or during the season to host these meetings. At the discretion of the Commissioner, owner payments may be deferred and sums accumulated to date paid at the next owners meeting. If an owner is unable to attend a meeting, it shall be his sole responsibility to ensure payment of any outstanding money owed to the League.
AWARDS BANQUET
An OFL banquet after the end of the season shall be funded with the League's SLUSH FUND. All OFL owners and their guests are invited (one guest per owner, e.g. spouse). The League Champion shall have the prerogative of inviting two (2) additional guests whose banquet expenses shall be covered by the OFL Slush Fund. At the banquet, monetary awards for winners during the season shall be presented along with the coveted OFL Trophy for the year's League Champion and the dreaded Horse's Ass Trophy for the year's last-place finisher. Details for the annual banquet will be announced during the season by the Commissioner, who shall have the responsibility for planning and organizing banquet festivities.
AWARDS BANQUET BUDGET
The AWARDS BANQUET budget for the 2024 season shall be $5000.
LEAGUE SCORING
All scoring in weekly NFL games shall be taken into account unless explicitly omitted in the OFL scoring rules (reference NON-KR PLAYER SCORING, KR PLAYER SCORING, NORMAL TEAM SCORING, and YARDAGE-BASED TEAM SCORING). However, points shall be tallied only if the NFL player/team which actually scores is in an owner's starting lineup for that week (reference WEEKLY LINEUPS).
SCORING INTEGRITY
The scoring for weekly results provided to owners by the Commissioner's Office statistician shall be accomplished diligently and without bias. However, due to human errors, incorrect information in the scoring source, etc., each owner shall be responsible for reviewing the weekly results of his game(s) to ensure the integrity of the OFL competition results (reference ETHICS: ACCURACY OF LEAGUE DATA). Through the next-to-last week of the OFL regular season, any errors in scoring shall be reported to the Commissioner's Office for correction within one (1) week of the completion of the last NFL game for the week in which the discrepancy has been noted - usually one (1) week from the Monday night NFL game. For the last week of the OFL regular season and during the OFL playoffs, scoring discrepancies shall be reported no later than the lineup submission deadline (reference LINEUP SUBMISSION PROCEDURES) for the following week. All scoring corrections shall also result in the proper adjustment to the LEAGUE STANDINGS.
PLAYER SCORING
Individual player scoring is categorized as either "Non-KR" (reference NON-KR PLAYER SCORING) or "KR" (reference KR PLAYER SCORING). "Non-KR" scoring involves NFL players at the QB, RB, WR, TE, and PK OFL roster positions. "KR" scoring involves the NFL player at the KR OFL roster position and shall exclude the AT, which is covered in NORMAL TEAM SCORING, when KR substitution is in effect (reference ALTERNATE TEAM AUTOMATIC SUBSTITUTIONS).
NON-KR PLAYER SCORING
Points shall be tallied for non-KR starting players based on NFL scoring plays as follows:

KR PLAYER SCORING
KR position players shall score six (6) points, regardless of the return yardage length, only when a kickoff, punt, blocked punt, or blocked/missed field goal is returned for a touchdown (see note 1 below). Additionally,
a KR shall score yardage points (YP) for net return yardage (see note 2 below) as a function of punt return yardage (PRY), kick return yardage (KRY), and number of kickoff returns (NKR) in accordance with the following formula (reference APPENDIX B):
YP = (PRY + KRY - (20 * NKR)) / 25 where YP yields a point for each full 25 yard increment of net return yardage (note YP can be negative with minimum of minus 2 points and maximum of 12 points).

TEAM SCORING
Scoring for OFL roster team elements (RD, PD, ST) is categorized as either NORMAL TEAM SCORING for NFL team scoring plays or YARDAGE-BASED TEAM SCORING based on net yards allowed by the associated aspects of team play in NFL games. As applicable, the actual score of each roster team element shall be the sum of points tallied for both categories. Likewise, the AT shall be credited with the sum of corresponding points in each of these categories for the particular aspect of NFL teams when AT substitution is in effect (reference ALTERNATE TEAM AUTOMATIC SUBSTITUTIONS).

YARDAGE-BASED TEAM SCORING
The RD, PD, and ST shall accumulate points for respective rushing, passing, and kick/punt return
yardages as follows (reference APPENDIX B):
3 points to RD - yielding 100 to 150 yards rushing -OR- 3 points plus 1 point for each 50 yards under 100 -OR- 3 points minus 1 point for each 50 yards over 150 (based on 50 yard increments or portions thereof, minimum of 0 points and maximum of 6 points) 3 points to PD - yielding 150 to 200 yards passing -OR- 3 points plus 1 point for each 50 yards under 150 -OR- 3 points minus 1 point for each 50 yards over 200 (based on 50 yard increments or portions thereof, minimum of 0 points and maximum of 6 points) YP points to ST - resulting from the differential of ST Yards Gained (YG) and ST Yards Allowed (YA), in full 25 yard increments, computed as a function of punt return yardage (PRY), kick return yardage (KRY), and number of kickoff returns (NKR) as follows (minimum of minus 6 points and maximum of 6 points): 1.
